The Human Rights Commission is an independent Crown entity charged with the administration of the Human Rights Act 1993.  In December 2001 Parliament made significant changes to the Human Rights Act. These changes affected both the Human Rights Commission and the Office of the Race Relations Conciliator.

In the new Commission there is a Race and Ethnic Relations Unit. There is also a full-time Race Relations Commissioner who provides leadership and advice on race and ethnic issues to the Commission. The grounds of race, colour and ethnic or national origin have always been covered by the Human Rights Act 1993.
