WELL, THE LAW HAS CHANGED. As from 1 July 2003, prostitution is no longer illegal in New Zealand. Brothels have become legal but there will be local body controls over licencing and town planning.
There will also be controls on advertising and a restriction on people with serious convictions from working in the industry.
The Prostitution Reform Act 2003 has been passed by Parliament. Among other things, this new Act decriminalises prostitution in New Zealand, introduces provisions to protect the health and safety of sex workers and prohibits the use in prostitution of people who are under 18 years old.
The new Act also introduces a new certification regime for the operators of places of prostitution. This will take effect from 28 December 2003 and will replace the current licensing regime for massage parlour operators. The certification regime will be administered by the Ministry of Justice.
